New Zealand supported Chile's right to a panel and noted that "New Zealand had held the first round of consultations with the Community under Article XXIII:1 (...) New Zealand was deliberating on the results of its Article XXIII:1 consultations (...) and reserved the right to move to Article XXIII:2 should those consultations not resolve this matter."
