All GATT disputes began with consultations between the disputing parties to attempt to secure a diplomatic resolution of the matter. However, unlike under the WTO dispute settlement system governed by the DSU, GATT disputes did not always follow the same procedural steps for the subsequent litigious stages. For instance, some of the Tokyo Round codes included a conciliation phase (i.e. mediation at a meeting of the relevant Committee) before a panel was established.
