Additional Info C/M/218 (19/04/1988) Minutes of Council Meeting (22/03/1988) Item Japan - Import Restrictions on Additional Agricultural Products - Recourse to GATT Article XXIII:1 by the USA. USA requested an additional Council meeting to discuss Japan's import restrictions. Japan said they had been trying to hold bilateral consultations with the USA on this issue and USA had not responded to Japan's request; and bilateral consultations under GATT Article XXIII:1 should precede recourse to a panel. USA said consultations had been taking place, and that the present agreement was to expire.
