As to the Panel on leather footwear, Japan was willing to follow GATT procedures." L/5826/Add.1 (12/12/1985) Communication from the US (02/12/1985) US: "In view of the announcement by the Government of Japan at the meeting of the Council on 5-6 November 1985 that it has intended, of its own initiative, to take measures to eliminate the import quota system on leather footwear, the United States no longer intends to pursue its recourse to Article XXIII in this matter."
